What you measure is what the browser managed to report
With TAGGRS, what you measure is what your GTM container receives, and your container only receives events that fire in the browser first. An ad blocker, iOS preventing a cookie, a device where the client-side tag never fired: the server container never sees the event. Server-side GTM solves data quality for events that are captured. It does not solve the capture problem itself.
With Motiv, conversions are captured from the source system directly. A Shopify order fires a webhook from Shopify's servers. A deal closure syncs from HubSpot's API. A form submission is captured at the backend before it ever reaches the browser. The result: 100% of your conversions are in Motiv's system, not 100% of what a browser managed to report.
Data residency is the easy part. Enforcement is the hard part.
Both keep data within the EU. But data residency is only one part of GDPR compliance, and arguably not the hard one.
TAGGRS passes consent signals through your GTM configuration. Whether the right data is dispatched depends entirely on how the container is built. Consent logic lives in triggers and variables, maintained by whoever touches it next, so the compliance responsibility sits with the person who configured GTM.
Motiv enforces a two-stage consent model at the infrastructure level. Every inbound event is classified as Observed (prior consent confirmed) or Restricted (consent absent) before any dispatch decision. Restricted events never produce a dispatch, not because of a trigger someone wrote, but because the pipeline architecture prevents it. You can demonstrate, per conversion, whether consent existed at the moment of dispatch.
